How many American children can read at grade level?

Only 31% of American fourth graders and 38% of eighth graders read at a proficient level, according to the 2024 National Assessment of Educational Progress (NAEP). That means roughly 7 in 10 fourth graders are missing key reading skills. About 21% of American adults are functionally illiterate, reading below a fifth-grade level. Low literacy costs the U.S. an estimated $2 trillion per year.

What is the science of reading?

The science of reading draws on more than 50 years of research from neuroscience, linguistics, developmental psychology, and cognitive science about how children learn to read. It identifies five essential components of effective reading instruction: phonemic awareness, phonics, fluency, vocabulary, and comprehension. It is not a single program or curriculum but a body of research that defines what works.

What is balanced literacy and why is it failing children?

Balanced literacy blends limited phonics instruction with strategies such as the three-cueing system, which encourages children to guess unfamiliar words using pictures, context, and the first letter. This method is built on the mistaken assumption that reading is a natural process. It fails struggling readers, English learners, and students with dyslexia who most need explicit, systematic instruction in how written language works.

Which states are leading in reading reform?

Mississippi is the leading example. After passing landmark legislation in 2013 requiring science of reading-based curriculum, Mississippi's fourth-grade reading scores have risen steadily and now surpass the national average on the NAEP. As of 2025, more than 40 states have enacted laws or policies requiring that reading instruction align with the science of reading.

Why do parents think their children can read well when data says otherwise?

Nearly 90% of parents believe their child is reading at or above grade level, while national data shows fewer than one-third actually are. This gap exists because school report cards often use inflated grading standards, and many parents have no independent way to assess their child's reading level. The NAEP provides the most reliable national comparison.

How did the pandemic make the literacy crisis worse?

Reading scores dropped to new lows following school closures. The 2024 NAEP showed that fourth-grade reading proficiency fell from 35% in 2019 to 30% in 2024. The share of fourth graders reading below the basic level grew dramatically. The National Assessment Governing Board found that changes in attendance accounted for 45% of the decline in fourth-grade reading scores.
